Lakeview Heights Parkland Considerations and Trail Network

As part of a two-year budget process that began with deliberations in November 2025, the Township of South Stormont Council has approved, in principle, $75,000 to enhance recreation opportunities in Lakeview Heights.
At present, the outdoor rink property on Columbia Avenue is the only actively maintained recreational lands within the subdivision. The Township is therefore seeking input on parkland considerations, a maintained trail connection, and other amenities that could better serve residents.
The purpose of this survey is to engage residents of this subdivision, collect public feedback, and better understand which potential amenities and improvements would provide the greatest benefit to the Lakeview Heights community. Residents are encouraged to share their priorities and ideas for both active and passive recreation.
The online survey will highlight three locations where the Township either owns land or has established access through an easement. Residents will have an opportunity to identify their priority projects, raise concerns regarding the development or current use of these lands, and provide comments on potential future recreation opportunities.
Survey results will give Township staff time to review the community’s suggestions and research potential locations, designs, feasibility, and costs for possible upgrades using the approved funds or requesting additional funds as needed. These findings will later be presented to Council during the January 2027 budget presentations. Council will consider the survey findings, available lands, estimated costs, and other relevant information before determining how the approved funding may be allocated.
Property #1 - Lakeview Heights Park (Columbia Avenue)
This parcel of land has historically been home to an outdoor rink. In recent years, Council and Township staff have received various requests to improve the rink by adding a small shelter for skate tying and installing an asphalt surface to level the playing area and support expanded recreational opportunities, such as basketball. Other residents have suggested that the space may be better used as a more traditional neighbourhood park featuring amenities such as a play structure and swing set.
Property #2 - Vacant Parkland Block (Primrose Lane)
This heavily forested parcel is owned by the Township and is situated within a floodplain. The land is frequently wet, and residents have noted a high concentration of insects around the property outside the winter months. Significant site preparation, including selective tree clearing, drainage assessment, and potentially raising portions of the site would be required before any passive or active recreational amenities could be considered. The property is adjacent to unused road allowances that could be considered as part of any future development for installation of amenities, parking, etc.
Property #3 - Recreation Trail (Thompson Drive to Primrose Lane)
An easement beginning near the corner of Thompson Drive and Penny Lane was established to preserve an option for future public access to the Primrose Lane Road allowance to allow for pedestrian connectivity throughout the subdivision. In 2015, the Township created a woodchip surfaced pathway along this corridor for pedestrian use. However, the pathway was not maintained and is not identified as part of the Township’s active trail network in the current Parks and Recreation Master Plan (2020).
